So, in other words, they can donate forfeited clothing, but not sell?

They have several locations. If I were them, I would move the forfeited clothing to a different location and then sell it there. This would reduce the chances of an item being seen and remembered by someone who forgot it.

Well if they see their stuff then they have an option to pay their bill and get it back.
