SPLIT: puppy on a fire escape

personally, i think shutting your puppy out on a fire escape pretty much defines some animal cruelty. which is a crime, why we have the animal police-people.
this might not be a popular opinion. but. animal cruelty = 911 -

Is THAT what we've been hearing? We've heard one young dog yelping and we've heard more mature dogs barking a LOT recently... We're almost at the other end of the block, so we couldn't tell where it was coming from. Is this one of the guys on StMarks? -

Yes! St Marks by Grand - I think the building number is 416 or 418. It's the one right next to the shell of a building they are never going to finish constructing. These are the same people who pump loud music all weekend, and have loud, screaming matches that seem to involve multiple parties. I heard the puppy crying on the fire escape again this weekend - he was left out there in the pouring rain. -
If you want to report this person (please do -- leaving a puppy on a fire escape in a downpour is VERY cruel), please call both of these. You might also want to let each of them know you're also informing the other:

It's a tough situation... because he has a pit, there's a good chance that it'll be put down even if it is a good dog... I don't exactly who the guy is (there are a couple of them over there, aren't there?) but I have run across a few pits on that corner... they're actually good dogs, but if he's leaving them on the fire escape... that, and my neighbor told me that one of the guys (one that never puts a leash on 'em) smacks 'em with a stick if they don't obey...
THIS is why I hate it when uninformed people perpetuate the 'pitbulls are psycho' nonsense - it makes it almost impossible to do the right thing for the dogs - leave them with a bad owner? Or call authorities that'll likely put them to sleep because the breed has a bad rep? -
I just saw this posting today and was away for the weekend so I did not hear the puppy crying. Has anyone called about this yet? AC&C and ASPCA need to be contacted ASAP. This puppy needs to be helped. This is a bad situation and the authorities need to be alerted. The current life that this puppy has is not a life worth living unfortunately.

I just called ASPCA. They said that 911 needs to be called when the puppy is out there. They will not investigate without an apartment number. They said that they can't knock on all of the building doors in order to find out who the person is.
So if everyone could call 911 when you see the puppy out there crying, maybe eventually the authorities will do something about it.
Now I know why so many animal cruelty cases go without investigation. The authorities certainly aren't very helpful. Maybe if everyone calls every time that it happens then the case will be investigated. -

See, I don't understand that. I don't have the apartment number and couldn't get it unless I was able to gain access the building and figure out what floor and apartment the owner of the puppy was in. That's the only recourse?

I told the ASPCA that but they said they would have to have an apartment number ... which is ridiculous. They said that they would not simply go into the apartment building and start knocking on doors. AC&C may be more helpful. If enough people call then they will have to do something.

I just received a phone call from the ASPCA. They are going to send someone out to investigate 416 and 418. They are going to do it this week. If you see the pitbull on the fire escape in the mean time, please call 911.

The ASPCA investigated 416 and 418 today. Unfortunately they found two pitbulls and two owners and of course no would would confess to keeping their puppy out on the fire escape. They are going to pursue it further if we can provide them with more information. Please PM me ASAP if you have more information that I can give to them (color of puppy, approximate age of puppy, dates you have seen the puppy out there, description of owner, etc.). Any information would be appreciated. I do want the owner of the puppy to know that we are watching.

I don't want to diverge from this story but in response to the comment about authorities putting down dogs of certain breeds, I don't think this is true. I also don't want anyone reading this board to be discouraged from contacting the ASPCA in suspected animal cruelty cases. I've reported someone in the past and found them to be responsive and effective.
Please let us know what happens with the pit bull puppy. -

Tell that to my neighbor. She's rescued and fostered several dogs; one of them was put down less than a day after she dropped it off. This, after reassurance that the dog would be fine, and after she specifically told them to call her in the event that they could no longer house the dog. -
I know that PETA isn't looked upon kindly very much, but I won't lie when I tell you they really will go after people that abuse animals. When I was into being an animal rights activist, I would call them and report abuse cases (I was living in Boston) and they'd chase these people down.
i know you'd already called ASPCA, but they prove to be useless at times-as you've seen. PETA will most likely be more active for the case. -
The ASPCA does put down dogs when they are unadoptable (vicious). They have animal behaviorists there that work with the animals - and they have pits that are up for adoption.
