426 Eastern Parkway is between Bedford and Nostrand, on the southside. So, my first thoughts are that the 71st Pct would be the ones issuing a permit, and that it may just be for that section of the service road, not the main road. I do love bouncy houses.

Seems legit to me. You can see the organizer's Facebook page so will know who to report if money is taken without the event happening. Will know for sure on August 19.
