    It is the sole responsibility of the dog ownder to control their dog AT ALL TIMES, regardless of leash laws and the age of the dog.

    If your dog is physically bothering someone or nosing into their property, then YOU are at fault. Not the person who is being harrassed.

    Try to keep that in mind.

    No one said the dog owner is not responsible for keeping their dog in control. Rather, kicking a puppy is not an appropriate response.

    I love dogs. However they learn valuable lessons from negative reinforcement. Kicking a dog/swatting them with appropriate force to tell him to back off is fine. Trying to hurt the animal is just being mean.
