    There's also the fact that a lot of city folks are scared of/intimidated by animals generally and those that aren't usually don't want to harm the animals. All in all, from the police perspective their ability to protect themselves from the masses and possibly subdue a crowd trumps the convenience, cost savings, and mobility of a bike force. Plus the horses are cool in parades.

    Yes nothing will put the dirty hippies exercising their constitutional rights back into their free speech zone or disperse them when their presence becomes inconvenient for the city quite like a bunch of horses charging towards them.

    There is a house in Bed Stuy that still has a hitching post outside of it. I've never seen anyone park their horse there, but I'm sure in a pinch you could do like the bikers and illegally tie up to a parking meter or signpost,

    It's not actually illegal to lock to a sign or parking meter. As long at they are both unblocked.
