    I saw a few people in yellow vests on different days counting pedestrians (they told me after I inquired) who said they were from the "spice factory." Couldn't get more info out of them seemed like they maybe didn't know anything else. They were on President and Franklin. Is this sort of "traffic study" typical?

    When a developer is asking for a zoning variance, they have to do an environmental impact study. It can include pedestrian counts.

    I also saw people on the corner of Sullivan and Franklin, and Franklin and Empire within the past week.

    BTW, here's the thread for the Spice Factory: http://www.brooklynian.com/discussion/comment/575542#Comment_575542. As noted, they are indeed seeking a variance. (The owner of the Sea Crest site previously considered seeking a variance, but then stated they we not going to seek one at this time)
